In 2020, funeral service institutions will basically realize the informatization of business management


China News Service, July 11. According to the website of the Ministry of Civil Affairs, recently, the Ministry of Civil Affairs issued an action plan for promoting "Internet + funeral services". The funeral management service information platform is interconnected and effectively connected with local civil affairs departments and funeral service agencies at all levels. The national basic funeral information database has been initially established, and the information development pattern of vertical connection, horizontal interconnection, information sharing, and business collaboration has gradually formed. The level of informatization has been significantly improved.

According to the plan requirements, build a funeral management service information platform. By the end of 2018, relying on the construction project of the China Funeral Public Service Network Platform of the Ministry of 101 Research Institute, the development, trial and acceptance of the national general version of the funeral management service information system will be completed, and it is recommended to be used as a provincial platform. Beijing, Tianjin, Shandong, Shaanxi, and Yunnan provinces (cities) Civil Affairs Departments (bureaus), as pilot units for national funeral and interment information construction, accelerate system deployment or self-built system upgrades, and do a good job in system launch, data exchange and trial operation, etc. The pilot task will be completed before the end of May 2019, and the Ministry of Civil Affairs will evaluate the pilot effect from June to August 2019.
By the end of June 2019, in accordance with the unified planning and standards of the Ministry of Civil Affairs' "Jinmin Project", a national funeral management service information platform (hereinafter referred to as the national platform) will be built; by the end of 2019, the provincial funeral management service information platform (hereinafter referred to as the provincial platform) ) has been completed, and the national information security level protection requirements have been implemented; by the end of 2020, the interconnection of the provincial and ministerial platforms will be realized, and the municipal and county civil affairs departments and funeral service agencies will be effectively connected with the provincial platform.
The plan also requires that by the end of 2019, more than 60% of funeral service agencies will realize business informatization processing, and gradually carry out online and offline interactive services such as remote farewell, online memorial service, and online appointment booking.
By the end of 2020, more than 90% of funeral service agencies will provide standardized, transparent, convenient and diverse online services for the masses by comprehensively using websites, mobile APPs, WeChat public accounts, service hotlines and call centers. After the platforms at the provincial and ministerial levels are interconnected, local civil affairs departments focus on the multi-level application of the platform, and promote funeral service agencies and relevant enterprise organizations to rely on the platform to improve their online service capabilities.
In addition, the plan also proposes that by the end of 2019, all localities will migrate and aggregate relevant business data since 2018 to the provincial platform in accordance with data exchange standards, and accelerate the completion of the supplementary recording of historical data with paper archives since 2010; After the platform and the provincial platform are completed, the exchange and sharing of funeral and interment data within the civil affairs department and data such as marriage registration and minimum living guarantee will be gradually realized.
By the end of 2020, all provinces will complete the supplementary recording of funeral historical data with paper archives since 2010; after the interconnection of the provincial and ministerial platforms, the provinces will migrate and aggregate the supplemented historical data to the national platform, and realize Real-time data exchange, initially building a national basic funeral information database; breaking the data barriers between departments, and promoting online data exchange and sharing with public security, human resources and social security, health and other departments through a unified data sharing and exchange platform for civil affairs.
